I found this thread on another site. Looks like a bug in UT. Like I said my dot has always been a little off too. Looks like you have to center the hand or turn the weapon view off.

If you use the Left weapon hand your crosshair moves about 3 pixels left-up. Yeah I meant my dot sits down and to the right of the shot, so yes mine is up and left.
